Terrorism Peace Agreement

One of the key factors in the U.S. decision to undertake its unconventional diplomacy with the Taliban in 2018-2020 was the desire to carry out its long military intervention and to do so responsibly. Policymakers have fought to pursue the goals of a peaceful Afghanistan, an end to costly intervention, and preventing the re-emergence of the terrorist threat that led to the war. The Taliban`s reluctance or inability to meet its implicit counter-terrorism commitments is not the only obstacle to achieving the ambitious goals. A much deeper obstacle is the lack of a credible strategy for maintaining the Afghan state. Indeed, the process by which the United States resolutely pursued its agreement with the Taliban helped strengthen the Taliban`s claims to legitimacy and undermine the government`s position. The terrorist activity that reacted best to the agreement was elitist domestic terrorism. The Taliban have suspended suicide bombings with massive casualties against Kabul and major cities. Most Taliban violence in Afghan provinces is highly decentralized, initiated by local field commanders, without reference to a chain of command. The Kabul suicide bombings, normally attributed to the Haqqani network, are much more tightly controlled by Taliban leaders than the regular skirmishes in the provinces, as they depend on centralized planning and budgeting and the use of specialized and trained personnel. The agreement thus became a framework through which the United States, in coordination with the Pakistani authorities, succeeded in convincing the Taliban leadership to suspend suicide bombings in Kabul.
